[Updated 01/6] Instructions: Travel Safely to Cyprus

It is noted that the below categorization of countries shall take effect on 03 June 2021, while especially for Kuwait and Canada the categorization will be valid from 01/06/21.



Category Green: No restrictions will apply for passengers arriving from these countries.

COUNTRIES: Malta, Iceland,Australia, New Zealand, Singapore, Saudi Arabia, South Korea, Israel


Category Orange: In this category, all passengers arriving from the below countries must present a negative laboratory analysis of PCR test within 72 hours prior to departure. It should be noted that Cypriot citizens, legal residents of the Republic and persons entitled to enter the Republic under the Vienna Convention, can choose to undergo the molecular examination only upon arrival in Cyprus (expenses will be borne by themselves). In this case, they should remain in self-isolation, until the test result is issued.

COUNTRIES: Portugal, Ireland, Finland, Romania, Austria, Bulgaria, Czech Republic, Hungary, Italy, Poland, Norway, China (including Hong Kong and Macau), United Kingdom, United States of America, 


Category Red: In this category, a double laboratory testing is required; that is, a negative laboratory PCR test within 72 hours prior to departure and another laboratory PCR test upon arrival in Cyprus. The examination cost will be borne by themselves and in addition, such persons should remain in self-isolation until the test result is issued. It should be noted that Cypriot citizens, legal residents of the Republic and persons entitled to enter the Republic under the Vienna Convention can choose to undergo a laboratory testing only upon arrival in Cyprus (expenses will be borne by themselves). In this case, they must remain in mandatory self-isolation for 72 hours since arrival and after the end of the 72 hours they must undergo another PCR test, at their own expense. If the repeat test is negative, they can then terminate their isolation. The test result must be sent to the following email address: monada@mphs.moh.gov.cy.

COUNTRIES: Belgium, France, Croatia, Luxemburg, Spain, Greece, Netherlands, Denmark, Slovenia, Estonia, Latvia, Lithuania, Sweden, Germany, Slovakia, Andorra, Monaco, Vatican City, San Marino, Switzerland, Liechtenstein, Rwanda, Russia, United Arab Emirates, Ukraine, Jordan, Lebanon, Egypt, Belarus, Qatar, Serbia, Thailand, Armenia, Georgia, Bahrain, Kuwait, Canada


Category Grey special permit. Countries not listed above (in categories green, orange and red) are considered to be in the Grey Category (special permission). For the Grey Category countries, entry into the Republic of Cyprus is only allowed for the following categories of passengers:

  1. Cypriot citizens and family members (alien spouses and underage children)
  2. European citizens, citizens of European Economic Area countries (Iceland, Liechtenstein, Norway) and of Switzerland,
  3. Persons legally residing in the Republic,
  4. Persons entitled to enter the Republic under the Vienna Convention,
  5. Third country nationals who are allowed to enter the Republic of Cyprus after a special permission from the Republic.

It is noted that passengers coming from grey category countries shall be required to undergo a PCR laboratory test within 72 hours prior to departure and to possess a certificate showing a negative PCR result. Excluding category number 2 above, passengers may undergo the laboratory test upon their arrival in the Republic of Cyprus at their own expense. Passengers arriving in the Republic of Cyprus from the Grey Category countries (Special Permission) shall remain in mandatory self-isolation or mandatory quarantine for a period of 14 days or alternatively, in mandatory self-isolation or mandatory quarantine for a period of 10 days provided that they undergo another Covid-19 test (at their own expense) on the 10th day and the result comes back negative. The test result must be sent to the following email address: monada@mphs.moh.gov.cy .

From May 10 onwards, Cyprus would be open for tourists fully vaccinated against Covid without restrictions, Tourism Minister Savvas Perdios said Monday.

“We will inform our partners abroad that from May 10, fully vaccinated people from the 65 countries we recently opened, can come to Cyprus without (Covid) tests and without quarantine, even if they are close contacts (of confirmed cases),” Perdios told the Cyprus News Agency.

The exemption concerns EU member states, the European Economic Area, including Norway and Iceland, but also Switzerland, Armenia, Bahrain, Belorussia, Canada, Egypt, Georgia, Israel, Jordan, Kuwait, Lebanon, Qatar, Russia, Saudi Arabia, Serbia, Ukraine, UAE, Britain, and the USA.

Perdios’ comments came as Cyprus entered its third lockdown on Monday in an effort to stem the spread of infections that are threatening to overrun the health system. The lockdown is expected to be lifted on May 10.

Apart from being allowed in with a negative test, depending on their ranking, people from these 65 countries who have been fully vaccinated would be able to travel to Cyprus without tests. The exemption applies for Russia’s Sputnik V vaccine.

Member states can accept vaccines that have not been approved from the EU for travel reasons, the minister said.

“This is the agreement the EU countries made as regards the Green Pass, which is expected to be implemented in June 2021,” he said.

Perdios clarified that Cyprus will accept a vaccine certificate without a negative test from the day a person received the second jab, in the case of two-dose vaccines, or single jab when it comes to J&J.

A traveller must upload their certificate on Cyprus Flight Pass and fill in the form. The form will be checked during departure and arrival.

As regards reservations, Perdios said they expected Britain’s decisions on when they planned to allow overseas travel while Russia currently allowed scheduled flights but not chartered.

“We think chartered flights will be permitted as soon as our epidemiological situation improves,” Perdios said.

He said by the end of May there will be a clearer picture on how the year will progress.

Check the zone of your resident country to check what are the current requirements to enter Cyprus.

Before you travel you need to fill in the Cyprus flight pass form (found online) and you can either keep the form on your phone or print the form and have it with you on your arrival at the airport. (please follow instructions and updates in the website below)

Fill in the Flight Pass form
Here you can find the countries of origin divided into four categories (Green, Orange, Red and Grey, based on the internationally available epidemiological data). The list of countries in each category will be reviewed and revised on a weekly basis.

To travel safely to the island please click here to get your Cyprus Flight Pass. Please fill out the questionnaire and the solemn declaration form and you are ready to travel.

Upon your arrival: (as per instructions by 07/April 2021)

Tourists will be able to move around without sending an SMS, just with a special form, but they are not exempt from the measures that apply for everyone else, an official within the tourism industry clarified on Tuesday.

Tourists are allowed to move around freely from 6am to 11pm with a form, called ‘declaration of movement’ to be provided by their travel agents or the hotels they are staying in as confirmation to be allowed to go out. This form will be provided to every guest by our management at their arrival – check-in. If you check in later than 18:00 when the reception closes we will leave a form signed and stamped in the apartment for the main guest of the reservation only, and if you need forms for the rest members of the group you can let us know in advance and we can prepare those as well.

At the moment, local residents are allowed only two outings per day up to three hours each and three on weekends. To do so they must obtain permission by sending an SMS to 8998. This does not apply to tourists.

The document will be used in the place of the SMS, in cases tourists are not able to send an SMS.
